At any given time, there are about two millions of people from overseas living and working in Japan. This small island nation’s capital city, one of the world's most populous metropolises, “Tokyo” alone has about 385,000 of Non-Japanese immigrants living in it today. Whatever your reason for moving to Tokyo, being well-prepared for your new environment in advance can make your Tokyo life easier and less stressful. Also it allows you to adapt more smoothly in a new town. This site provides foreigners with guidance and information about the issues which you may encounter in Tokyo.

Utilities

●How Can I Reconnect or Disconnect the Utility Supplies?

Even it might take a bit of time and juggling, you can simply reconnect and disconnect all the utilities on the phone as well as on the internet using their website. Doing it on line would be easier but only to someone who can read Japanese well since the websites are written in Japanese only. If you cannot read Japanese very well, you can call the companies instead. Each of the utility suppliers has some English-speaking staff in their office so they will put you through if one is available. They will ask your name, address, contact number, the start date of the service, the customer’s ID number (required when disconnecting). So you’d better keep all these information handy when making a call.
You could ask your agent to reconnect the utilities to your new place on behalf of yourself if you think it can be too much trouble for you. But your agent wouldn’t be much of help when you are disconnecting the services because the disconnecting process involves customer’s personal information, such as your customer’s ID numbers, payment method, and so on. So basically the customers themselves are required to cancel the services by themselves.

●How Can I Pay the Utility Bills?

An invoice from each of utility suppliers will be mailed to you every month. You just need to bring those bills to any Convenience Store, Bank or Post Office. You can pay the bills in cash at the checkout counter there. Don’t forget to bring back the receipts with you as a proof of payment.
Also you can set up an automatic payment from your Japanese Bank Account or let them charge to your Credit Card. Each utility company has an application form for this particular service, you need to fill out the form beforehand.
If you are planning to leave Japan for good and paying the bills without an automatic payment, please keep in mind that you will have to pay the final bill before leaving the country. The utilities are normally billed to you about a half month later, so once you have left, you won’t be able to pay those bills. In order to avoid such a trouble, you should call the utility providers and schedule an appointment at your apartment on the final day to pay off the remaining balance in cash directly to the person from each utility company.

●How Can I Get the Internet Connected?

Nowadays, it wouldn’t be too exaggerated to say that nobody can live without the Internet. Although it might take a bit of time and juggling, you can get the internet connected simply by making a phone call to the internet service providers or applying for a subscription online at their websites. Many of the providers in Japan offer English language support for their customers either by phone or on-line.

●Can I ask My Agent for a Help to Set up the Internet?

Please be aware that your real estate agent won’t be able to help you much when it comes to setting up the internet. Since its application process requires personal information such as your credit card number, no one is allowed to apply for the subscription but the subscriber himself.

●Choices for Internet Connections

So-called “Internet-Ready Apartments” are quite common recently. It means that some type of connection to the internet is preinstalled in the building. In Japan, internet service provider, such as a telecommunication company or a cable TV company, offers high-speed fiber-optic internet connection over the entire region. Please ask the property maintenance firm about what internet provider is available in the building beforehand. The process could take about one or two weeks from the time you apply to the time you actually get connected. FYI, in most cases, the Internet fee will be charged on a separate bill, not together with your rent. There is another way to get yourself connected to the Internet that you might want to consider. “Wi-Fi”, is getting more popular these days in Japan. As you may know it is a technology that connects to the Internet through wireless connection. Its access speed has been improved significantly and it is convenient because you can use just one Wi-Fi router to cover every electronic device you have, such as a desk-top, lap-top, tablet and even a smart phone. A great thing about “Wi-Fi” would be its easy and simple application process. You can get the Internet connected right after you sign up a Wi-Fi service at an electronics store.

●What Should I do if I lost my apartment key?

If you have lost your key or you have locked yourself out of your apartment, the solutions below might be able to help you.

( Solution 1 )

Call the landlord to borrow the master key from them temporarily. However, if you couldn’t find the key, they will charge you for a key replacement. Please make sure how much it would cost you beforehand if possible. Sometimes it could be quite costly to replace the whole set of the locks and keys for security reasons. (The fee could be over 40,000yen in some cases.)

( Solution 2 )

You could call a locksmith for a quick help if you couldn’t reach the landlord after their business hour. But their fees are not that cheap at all. Furthermore, if you couldn’t find your lost key, you will be charged on the bill to replace the whole set of the locks and keys for security reasons, which could be costly sometimes. (The fee could be over 40,000yen in some cases.)

( Solution 3 )

You could join one of “Home Emergency Assistance Service” at the time of signing the lease. The service fee will be 12,600 yen for a 2-year term. It provides you a 24h assistance, such as unlocking doors at a key emergency or making a quick-fix at a plumbing emergency, and so on, without any extra charge.
